Tools support in decision-making at various stages of the PS preparation. Tools applicable in this stage are provided below with a description and application summary of tools for PS preparation. Preliminary Study Report Generator

Description : Web-based online tool for preparing Preliminary Study.

Application : Used to prepare Preliminary Study complete with all components or use the Offline PS Template.
Financial & Economic Model

Description : Downloadable excel file with functionalities to develop basic financial model. The economic model tool to conduct economic analysis is part of the generic financial model tool.

Application : Used to prepare shadow financial model, during ‘project financial analysis’ and ‘project economic analysis’ in section ‘Assessment of Infrastructure Provision’.
Value for Money (VFM) Qualitative

Description : Compares identified infrastructure provision methods based on quality of service/ output, operational flexibility etc.

Application : Used in sub-section ‘selection of infrastructure provision method’ in section ‘Assessment of Infrastructure Provision’.
ESG Considerations

Description : ESG assessment to make enhancements in the PPP’s Environmental, Social and Governance aspects. Incorporates sustainability with reference to the MOF’s ESG Framework and Manual.

Application : Used after the application of VfM tool to incorporate PPP sustainability aspects during PS development.
Project Screening Tool (PST)

Description : Assesses project on strategic suitability, preliminary feasibility, risk, PPP suitability, fiscal affordability, institutional capacity, Country Climate and Development Reports (CCDR) & Gender Equality, Disability, and Social Inclusion following the ESG Manual and Framework of Ministry of Finance.

Application : Used after the draft PS is ready and public consultations done. It helps decide whether the project can be taken forward for preparation stage (pre-feasibility).
Small Scale PPP Filter

Description : A filter tool that evaluates and confirms whether the proposed PPP is small- scale or not.

Application : Used after the draft PS is ready and public consultations done. After the project proposal is prepared, it helps the GCA to categorise the project as a small-scale PPP.
