PS Components

A PS consists of the following studies, components, and activities. Each has various sub-sections and sub-activities. A complete PS has all provisions of the regulations relating to it in the form of these studies, components, and activities. All components included in the PS make the PS ready for evaluation by Bappenas. Click on each component for details.

A Strategic Suitability review provides information that proposed PPP infrastructure provision of the GCA is aligned with development plans, spatial planning, and related sectors. Establishing an alignment is necessary to ensure that the proposed PPP supports policies of the GCA. The strategic suitability study should provide information about the strategic context of the proposed PPP. Details that need to be included in this section are as follows:

  • Review of sectoral policy and strategic plan
  • Review of compliance aspect
  • Review of regulatory aspect
  • Review of institutional aspect

This section identifies the need for infrastructure provision and address those needs by determining the project plan to be implemented. The Preliminary Study shall identify the best infrastructure provision scheme for the intended project. Details that need to be included in this section are as follows:

  • Determination of infrastructure provision needs
  • Preparation of initial project plan
  • Initial Project Review
  • Project financial analysis
  • Project economic analysis
  • Selection of Infrastructure Provision Method (Qualitative Value for Money)

A public consultation is the process of interaction with the public, including affected communities (both positive and negative impact) and other stakeholders, to enhance transparency, efficiency, accountability, and effectiveness of PPP projects. It aims to discuss explanations and details about the infrastructure provision plan and obtain responses and/or inputs from affected communities and stakeholders. In the planning stage of the PPP project, the minister/head of institution/regional head/SoE directorate identifies the need for infrastructure provision for collaboration with the business entity/IBE. During identification, they prepare a PS and conduct public consultation. Public consultation is thorough if carried out in three stages including preparation, implementation and post-implementation. An initial draft of the PS should be available before the GCA conducts public consultation.

Public consultation is not to be mistaken as an exercise to convince the community for the planned project or as a checklist exercise in the planning stage. In fact, conducting a systematic public consultation can influence the smooth functioning of the project in the long term.

In this last section of the PS, present the various recommendations based on the results of studies conducted in the previous chapters. Describe the recommendations and follow-up actions for the PPP project plan. This detailing should ensure that the implementation of the PPP project plan aligns with the regulations, needs, and other considerations.
