Expertise in Pre-FS preparation
The stakeholder matrix presented earlier shows that several stakeholders are associated with the preparation of or facilitation of a Pre-FS. The PPP node, as a stakeholder, can receive assistance from consultants. Consultants are experts who are expected to understand the context, project, and the PPP scheme.
In accordance with the provisions of Ministerial Regulations no. 7/2023, these experts can be individual consultants who have a PPP expert certification that is recognised nationally and/ or internationally or are members of a Business Entity consultant which has experts with a PPP expert certification that is recognised nationally and/ or internationally, or are academicians. Experts are of varying nature and skills and ensure that Pre-FS components are adequately prepared with their expert inputs. The following experts are recommended for Pre-FS preparation:

The recommendations of the experts mentioned above are not binding and can be adjusted to the needs of the project and the sector. The GCA is expected to assess the background, capabilities and experience of the experts before procurement.
