Expertise in Pre-FS preparation

The stakeholder matrix presented earlier shows that several stakeholders are associated with the preparation of or facilitation of a Pre-FS. The PPP node, as a stakeholder, can receive assistance from consultants. Consultants are experts who are expected to understand the context, project, and the PPP scheme.

In accordance with the provisions of Ministerial Regulations no. 7/2023, these experts can be individual consultants who have a PPP expert certification that is recognised nationally and/ or internationally or are members of a Business Entity consultant which has experts with a PPP expert certification that is recognised nationally and/ or internationally, or are academicians. Experts are of varying nature and skills and ensure that Pre-FS components are adequately prepared with their expert inputs. The following experts are recommended for Pre-FS preparation:

  1. Educational background: Law
  2. Experience:
    1. Compiled PPP pre-feasibility studies.
    2. Understanding of the PPP scheme.
    3. Understanding of legal, institutional, PPP regulations.
    4. Legal expert for PPP project over several years.

2 PPP expert

  1. Educational background: engineering/ management / economics/ law
  2. Experience:
    1. Compiled PPP feasibility studies.
    2. Understanding of the PPP scheme including implementation management.
    3. Ability to understand and prepare a comprehensive PPP cooperation concept by considering PPP services, demand, needs, scope and PPP scheme, service level agreement concept, risk sharing, ESG standards, application of Universal Design Principles (desirable), responsibilities and roles between GCA and IBE.
    4. Understanding of the concept of qualitative and quantitative Value for Money (VFM).
    5. Ability to prepare a qualitative VFM study.

3 Business Administration expert / Administration Management expert

Position applicable to specific sectors only. Example: health/hospital. Position not mandatory for all sectors.

  1. Educational background: health
  2. Experience:
    1. Health administration management.
    2. Ability to prepare Pre-FS / FS.
    3. Understanding of the PPP scheme.
    4. Ability to compile studies related to design needs, equipment, resources, operations etc. of the sector-specific infrastructure provision.

4 Financial and/or Economic expert

  1. Educational background: engineering/ management/ finance/ economics/ mathematics.
  2. Experience:
    1. Understanding of the PPP scheme.
    2. Ability to prepare financial and/or economic studies in relation to PPP of the sector-specific infrastructure provision scope. Ability to integrate considerations of access, equality, and affordability into analysis and modelling is preferred.
    3. Understanding and ability to compile a quantitative Value for Money (VFM) study.

5 Architecture expert

  1. Educational background: architecture
  2. Experience:
    1. Architecturally designed sector-specific structures. Experience applying Universal Design Principles preferred.
    2. Ability to develop architectural studies to meet the needs of sector-specific infrastructure provision scope.

6 Mechanical, Electrical, Plumbing (MEP) expert

  1. Educational background: engineering related to MEP.
  2. Experience:
    1. Prepared MEP designs for sector-specific infrastructure provision scope.
    2. Ability to compile studies related to MEP for sector-specific infrastructure provision scope.

7 Structural engineering expert

  1. Educational background: engineering related to structural design.
  2. Experience:
    1. Designed sector-specific structures. Experience related to Universal Design Principals is preferred.
    2. Ability to compile studies related to structural design for sector-specific infrastructure provision scope.

8 Environmental and social expert

  1. Educational background: environmental, social studies (any field).
  2. Experience:
    1. Conducted environmental studies and social assessments.
    2. Understanding of the PPP scheme.
    3. Understanding of environmental licensing process.
    4. Understanding of social impact analysis and social safeguards assessments.

9 PPP Risk expert

  1. Educational background: engineering/ management/ finance/ economics/ actuarial/ statistics/ mathematics.
  2. Experience:
    1. PPP risk assessment including related to social safeguards, safety and affordability aspects.
    2. Understanding of the PPP scheme.
    3. Understanding PPP risk concepts (identification, assessment, allocation, mitigation).

10 Experts as required

  1. Expertise and background as per project needs.

11 Assistant expert as required.

  1. Expertise and background as per project needs (junior to experts above).

The recommendations of the experts mentioned above are not binding and can be adjusted to the needs of the project and the sector. The GCA is expected to assess the background, capabilities and experience of the experts before procurement.
